Council President
Henry Stephenson
U.S. Navy Capt. Henry Stephenson is a graduate of the Naval Academy and served as an intelligence officer for 25 years. He retired from active duty in 2020, and his senior assignments included Director of Intelligence for U.S. Transportation Command, U.S. FIFTH Fleet, and a Norfolk-based Carrier Strike Group. Henry is currently the Vice President of Security Risk Management at Mastercard in O’ Fallon, Missouri. Working in the Corporate Security division, he oversees a team that assesses risks and monitors controls in the cybersecurity realm. He resides in O’ Fallon, Illinois, and is married with four children.

Tim Raines
Tim Raines is a native of St. Louis, currently serves as the Central Area President, Midwest Region of the United States Navy League & is an active board member of the St. Louis Council. He is employed with the National Geospatial-Intelligence Agency (NGA) as a Command & Control Watch Officer in the National GEOINT Operations Center. Tim graduated from Embry-Riddle Aeronautical University in 2000 with a Bachelor of Science in Professional Aeronautics. He was commissioned in 2001 after completing Officer Candidate School in Pensacola, Fla., and later earned a Master of Science in Operations Management from the University of Arkansas at Fayetteville. In 2018, he completed the Project Management Certificate Program at Saint Louis University.
A Sea Cadet, prior enlisted Sailor and commissioned Surface Warfare Officer, Tim served extensively at sea in the Western Pacific, Indian Ocean, Red Sea, & Arabian Gulf in support of the Global War on Terrorism. His shipboard assignments included USS Carl Vinson (CVN 70), USS Hopper (DDG 70), USS Chung-Hoon (DDG 93), & USS Farragut (DDG 99). Tim & his wife, Heather, have three children: Carter, Colin and Avery.

Rob Figge
U.S. Navy Commander Rob Figge is a 1993 graduate of the Naval Academy and served on active duty for ten years and as a Navy Reservist for an additional 16 years, before retiring in 2018. Rob served globally as a Naval Flight Officer for E-2C Hawkeyes in VAW-115 and VAW-77, accumulating nearly 2,000 flight hours and 300 carrier landings. His non-flying assignments included being a Program Manager at NAWC Training Systems Division in Orlando, Fla., and as an Action Officer for U.S. Transportation Command. After nearly 20 years with Boeing Defense, Rob is currently a Business Development Director for BAE Systems. Rob enjoys woodworking and scuba diving, and resides in O’Fallon, Mo., with his wife.
